لاہور(ویب ڈیسک) زینب قتل کیس کہنے کو اغوا کے بعد زیادتی اور زیادتی کے بعد قتل کی ایک عام سی واردات لگتی ہے۔ لیکن اس قتل کے پیچھے اتنے ہولناک حقائق ہیں جسے قطعی طور پر نظر انداز نہیں کیا جا سکتا۔ معاملہ سیرل کلر کا ہو یا ٹارگٹ ریپ کا لیکن یہ طے ہے کے سیکورٹی ادارو  کا اس قتل اور اس سے دیگر وارداتو سے جڑے حقائق پر پردہ دالنا ہی عافیت ہے۔نامور کالم نگار جمیل فاروقی اپنے ایک کالم میں لکھتے ہے۔ جو پردہ اٹھائے گا اس کا انجام بھیانک ہو گا۔ کیونکہ یہ مافیا بزنس مینوں سے لے کر سیاست دانوں تک پھیلا ہوا ہے۔ عام جنسی تشدد اور شہوت سے جڑی واردات میں قاتل کاروائی کرتا ہے اور ثبوتوں کو صاف کرنے کے بعد غائب ہو جاتا ہے لیکن جنسی زیادتی  سے جڑے اس  ہولناک قتل کے دوران زینب کی دونوں کلائیوں کو چھری سے کاٹا گیا۔ گلے کو پھندے سے جکڑا گیا۔ جسم پر بے پنا تشدد کیا گیا۔ اعظائے مخصوص کو تیز دار آلے سے نشانات پہنچائے گئے اور زبان کو نوچا گیا۔  اسے عام طور پر جنسی زیادتی اور تشدد کے واردات میں نہیں ہوتا ایسا کسی اور مقصد کے لیے کیا جاتا ہے اور وہ مقصد بے پنا پیسے کا حصول ہے۔ پیسے سے جڑے جن حقائق سے میں پردہ اٹھانے والا ہوں اس کے لیے آپ کو اپنے دلوں کے ڈھڑکنوں کو تامنا ہو گا۔ دُنیا میں انٹرنیٹ کی ایک ایسی کمیونٹی بھی ہے جسے اگار اپ گوگل سے بھی سرچ کریں تو آپ کو کچھ بھی پتا نہیں چلے گا۔ یہ کمیونی دُنیا کے محتلف حصوں سے انسانی اعٖٖضاء سمیت بچوں کے ساتھ جنسی زیادتی کے بعد ان کے تشدد زدہ اعضاء کی تشہرسے وابستہ یہیں نہیں بلکہ اس کمیونٹی سے جڑے لوگوں کو اپنے اپنے ٹاسک پورے کرنے کے لاکھوں ڈالر ادا کیے جاتے ہیں اور پیمنٹ دینے کا طریقہ کار اتنا خفیہ ہوتا ہے کے قانون نافز کرنے والے اداروں کو اس کی بھنک تک نہیں پڑتی اس کمیونٹی تک ایک عام آدمی کی رسائی نہیں ہوتی بلکہ مکمل چھان بین کے بعد دنیا بھر سے سب سے زیادہ قابل اعتماد اور بروسہ مند  لوگوں کو اس کمیونٹی کا ممبر بنایا جاتا ہے۔ ولڈ وائیڈ ویب یعنی انٹرنیٹ پر موجود جنسی ہیجان اور انسانی دسمانی اعضاء کی حریدوفروخت کے گورکھ دھندے سے جڑی اس حقیقت کو ڈارک نیٹ یا ڈارک ویب کا نام دیا گیا ہیں بین الاقوامی جریدوں کے 2007 کے اعدادو شمار کے مطابق اس دھندے سے وابستہ لوگوں کی تعداد چار اعشاریہ پانچ ملین ہے جو کہ کروڑوں ڈالر کی تجارت سے جڑی ہے۔ جنوری 2007 سے دسمبر 2017 تک  اس کاروبار کی صارفین اور ناظرین کی تعداد میں خطرناک حد تک پانچ سو گنا اضافہ دیکھنے کو ملا ہے۔ قانونی اداروں اور حفیہ ایجنسیوں کی اس دھندے تک واضح رسائی نہ ہونے کی وجہ سے اعداد شمار کا یہ تخمینہ اس سے بھی بڑھ کر ہو سکتا ہے۔ اس دھندے کا سب سے اہم جزو پیڈوفیلیا یا وائلنٹ پورن انڈسٹری ہے جس میں بڑی عمر کے لوگ بچوں یا بچیوں سے جنسی فعل کرتےہیں یا ان سے  جنسی تشدد کا نشانہ بناتے ہوئے دکھاتے ہیں یہ ڈارک ویب کی سب سے زیادہ منافع پہنچانے والی انڈسٹری ہے۔ تیسری دنیا کےممالک کے بچے اور بچیاں ڈارک ویب پر بیچے جانے والے مواد کا آسان ترین ہدف ہیں۔ ان ممالک میں، بھارت، بنگلہ دیش، پاکستان، ایران، افغانستان اور نیپال شامل ہیں۔  ہیاں پر بھارت میں ہونیوالے رادھا قتل کیس کا حوالہ دینا بہت ضروری ہے 2009 میں بھارتی شہر ممبئ کے ایک اپارٹمنٹ سے رادھا نامی چھ سالہ بچی کی تشدد زدہ لاش ملی تھی جسے جنسی درندگی کے دوران شدید جنسی تشدد کا نشانہ بناتے ہوئے ہاتھ اور کلائیاں کاٹی گئی تھی۔ زبان نوچی گئی تھی اور اعضائے مخصوص پر چھرئیوں کے وار کئے گئے تھے contented......

Suspect has been apprehended, now it is time for justice to take its course. The Kasur tragedy has shocked the nation, opened a necessary national dialogue on the terrible scourge of child sexual assault and perhaps helped pave a path to social and state reform. The authorities in Punjab, including Chief Minister Shahbaz Sharif in a rather distasteful, triumphant news conference on Tuesday, have announced the arrest of a suspect in the case of sexual assault and murder of young Zainab Amin. The suspect, Imran Ali, is also believed to be responsible for the assault and murder of other young children, and yesterday he was presented in an anti terrorism court. Investigators have an initial 14 days to assemble the evidence against the suspected killer. DNA test results could be the irrefutable proof that connects him to the horrific crimes he is accused of having committed, but it is necessary that all aspects of the investigation be conducted professionally and with scrupulous adherence to the rules and laid down procedure. While the intense national scrutiny on the case is unlikely to fade entirely, too often poorly conducted investigations have allowed defendants to escape conviction, have a conviction overturned on appeal or the sentence reduced. If Imran Ali is guilty of the grotesque crimes he is accused of, the law must take its course. This grotesque crimes he is accused of, the law must take its course. This newspaper has on principal opposed the death penalty in all instances and there is no rational reason to deviate from principles in the case. Assaulting children and murdering them is s particularly shocking crime and there has rightly been a national uproar over what appears to be a professionally assessed to be a threat. What is troubling though is how many segments of society have demanded a public execution of the alleged serial killer. A blood lust appears to have overcome society perhaps an indication of a public that does not feel safe and does not believe the state has the ability to regularly and consistently protect the people Justice as vengeance may satisfy the medieval instincts of some, but the state cannot become part of a spectacle of death before cheering crowds. The right lesson to be drawn from this harrowing episode of assault and killing, even if it is drowned out by emotions, is for the state to examine the multiple failures that allow a serial killer to carry out his monstrous crimes undetected forlorn and for society to understand what steps need to be taken to better protect children from the threat of predators. The Kasur tragedy can become a watershed moment, but there needs to be a comprehensive understanding of what went wrong and a determination to address the faults.

Pakistan on Wednesday condemned a US drone strike deep inside its territory targeting an Afghan refugee camp and warned Washington that such unilateral steps would be detrimental to cooperation between the two countries in fight against terrorism. This was the first US Drone strike inside Pakistani territory over the past 19 months, the Foreign Office confirmed, as none of the over one dozen attacks by the unmanned vehicle reported in the media during this period had drawn official condemnation from Pakistan's FO. "Pakistan condemns a drone strike in Kurram Agency carried out by the Resolve Support mission (RSM) this Wednesday morning, witch targeted an Afghan refugee camp" the FO stamen said. 

Area residents told Dawn that an unmanned plane fired missiles on a mud house in Spin Shall near the garrison town of Shall, killing two men namely Ihsanullah and Nasir Mehmood. While locals said this was the third drone strike in Spin Shall in recent months, this was perhaps the first condemns was perhaps the first condemnation by the FO after the killing of Taliban chief Mullah Akhtar Mansour by a drone in Balochistan in May 22, 2016. Most of the over dozen drone strikes reported since then took place in Kurram Agency, which is alleged to be the new base of the Haqqani network after being dislodged from North Waziristan due to the Pakistan military operation, Bar-i-Azb. Drone strikes had generally declined after the peak in 2010 with 117 hits. The absence of official condemnation over the past year and half was not the result on any policy shift, but because there was no confirmation of the strikes, a security official explained. Relation with the US have been on a downs lied since the announcement of the new South Asia and continued.........

Turkeys recent incursion into Syrian territory is likely to further complicate matters i the Arab country even if Ankara has legitimate security concerns about Kurdish militias active across its southern border. Turkey lanced the military offensive on Saturday, targeting the predominantly Kurdish YPG militia present in northern Syria; the incursion has involved air strikes as well as gourd troops. Ankara is wary of armed Kurdish groups gaining ground in regions close to its own Kurdish population, fearing that such groups may lend support to separatist Kurd within Turkey, it has in fact accused the YPG of having links with the PKK, the Kurdish guerrilla group with which the Turkish state has fought a nearly four decade war. The incursion may have been speared by recent comments from "American Officials the US Backs the YPG" of the creation of border security force made up of Syrian Kurdish fighters to keep a check on the militant Islamic State group. Turkey is naturally loath to see Kurdish fighters across the border gain permanent territory. however, Ankara's own plans of creating a buffer zone several kilometers within Syria is also questionable, primarily because it violates the territory of a sovereign country. The Syrian government has criticized the Turkish incursion, mainly because a large number of Syrian rebels are reportedly part of the Turkish force.

Whether it is the American plan of creating a border force or Turkey's buffer zone idea, any venture that further muddies the already turbid waters of Syria should be avoided. Extremist groups such as IS are on te back foot in Syria, thanks to the Russian Iranian support lent to Damascus as well as US led coalition efforts, of which the Syrian Kurd's have  been a major component. Considering that levels of violence are down, it would be folly to open up more fronts in the Syrian theater. Instead all stakeholders must focus their efforts on making negotiations succeed, whether it is the "UN" led effort in Geneva, or the combined Russian, Iranian and Turkish effort in Astana, Any move that could further disturb the fragile situation within Syria must be eschewed. Moreover, the territorial integrity of Syria must be respected. all stakeholders whether it is the rulers in Damascus or the Syrian opposition, or their external backer must work towards a united Syria where the rights of all ethnic groups, religious communities and secs are respected and guaranteed,

KASUR/ LAHORE: The nearly two week long manhunt for the culprit behind the rape and murder of eight year old Zainab in Kasur came to end on Tuesday, as investigators revealed that the DNA from tissue samples collected from a 23-year old resident of the same vicinity as the victim had matched samples obtained from the crime scene. 

Relaying on the DNA profiles of 1150 men between the ages of 20 and 45 years, the investigators finally zeroed in on Imran ali, a resident of Road Kot and a laborer by profession. He was the 814th suspect whose tissue samples were sent for DNA resting. the police had earlier taken him into custody twice but then released him over health complaints. Dressing a room full of reporters in Lahore on Tuesday evening, a visibly pleased Punjab Chief Minister Shabaz Sharif, accompanied by the victim's father Haji Ameen, announced that law enforcement agencies had worked round the clock to track down the culprit. He added that be had gotten the suspects;s CNA rechecked in his presence, and had Imran undergo a polygraph test to make sure there was no margin of error. Special Branch SSP Muhammad Ifanullah Khan, a senior member of the JIT. Claimed that the suspect had been arrested based on information provided by Special Branch officials. 

According to the report prepared by the joint investigation team probing the grisly crime, the suspect was first identified from the available surveillance video footage. the report, available with Dawn, adds that the police had taken him into custody twice but then released him after learning about his epileptic episodes. Muhammad Sajid, a public relation officer at the DPO's office, told dawn that the suspect was first taken into custody on Jan 9 when Zainab's body was recovered. However, the police released him after he pretended to have heart problems and started vomiting during the interrogation. 

Mr. Sajid added that the police had then released him without obtaining tissue samples for DNA testing because that had wanted to avoid a death in custody. Imran was taken into custody once again on Jan 19, in the light of intelligence reports. this time around, the police collected his tissue samples before releasing him once again, because of his health condition, he was finally arrested on Jan 22 Monday at around 11 pm after police revived the report that matched his DNA with samples obtained in at least seven other similar cases. According to the JIT report, seven girls had been raped and killed by the same perpetrator, while two other victims had survived. 

The JIT report says that several residents of Road Kot had identified Imran as the most likely suspect. 

At the press conference held in Lahore, Haji Ameen thanked the Supreme Court Chief Justice, the army chief and the Punjab chief minister for their help in tracing our the culprit.
